Because the hentai anime industry is a extremely niche market. What the hell do you expect from a industry like that? The stuff you can get from it nowadays is the best the industry can produce and only money can change that.

Better stories depend on the original material they're animating but that can't be done well when they have a limit of 4 episodes or less which isn't enough to give justice to the original material at all. It's a sad fact but nothing can be done. Animated porn just doesn't sell as much and isn't that popular.

I mean, look at Front Innocent. The studio went bankrupt after making one episode so, really. That right there is harsh reality. It may be amazing for pirates but for the staff who animated it. Its a huge failure.
