If the raws are uploaded somewhere else on the net, translators still can get them and release the translated version. Or it could be done in a way that registered members can circumvent the IP range ban, enabling both uploading and viewing to people in Japan. I doubt that those guys doing the web copyright patrol are even able to figure out how to make an account.
Stuff should be taken out of Google, too.

If they were trying to stop scanlation, they would go after comic-han. This hasn't happened. This is directed mainly at English translations of works. Almost no non-English sites have been targeted from current appearances.

That's a pretty fucking stupid idea.
They don't sell those manga/doujin outside of Japan so there is zero profit lost by having it available to an english speaking audience. If anything it becomes free publicity to get these artists known by people that will become fans and spend the extra dosh to import the books. I know I did it.

As someone that actually does scanlation and has actually gone out and purchased the hard copy of books after liking them so much I can say that this move would only shoot them in the foot. I did commissions for a while which is proof enough for me that fans are willing to spend large amounts of money for the things they enjoy. I know it would never fly but if anything they should be looking for western publishers to bring uncensored versions of these books stateside. They could provide them with the raw files for some fee or percentage and allow professional designers to create western releases to be sold at conventions or online or whatever. But this is what industry that piracy actually helps.

If the site just blocked Japan, that would probably be sufficient to make them lay off because they probably only care about Japanese viewership.

They probably only go after the English-speaking ones because English is the most common second language there because it's taught in schools.

I don't think the problem is scanlation. The problem is they don't want the raws to be available.
The reason isn't even that they don't want people to enjoy them the free way.
They want to prevent people from seeing what degree of censorship to expect before the purchase.
The same has happened to Japanese review sites recently. Somes sites have received C&Ds concerning imagery that allows a grasp on the degree of censorship regarding Wani releases.

Pretty much every manga released from about September 2013 is completely unusable as fap material. It's been getting better recently, but especially Wani is puke inducing with their zebra dicks (and Core Magazine, but that is on an entirely different level of horror).
Some publishers appear to loosen up again, but Wani shows no signs of that so far.

Eroscomix had the chance to do it, but sold itself under value. Marketing wasn't aggressive enough and the release speed was like two tanks a year.
Project-H has the marketing and the release speed, but their licensing decision making is among the worst I have ever seen by any media company.

That said, Project-H appears to do surprisingly well. I hope that encourages more endeavors in this direction.

A reason I like to read hentai but mostly only fap to 3D hentai or a handful of carefully picked RL porn. Always the same characters, always repeating animations with stupidly low frame count, muh animu ultra generic faces; ultra generic being the problem here.

In that regard I think that even if it's often (again) the same characters, drawn porn gives much better differences between artists styles. Anime hentai doesn't give me this vibe; I find that the style often is too similar even between different studios.

I don't enjoy fapping to still pictures either, but I do enjoy seeing drawings a lot and often will begin by doing this.

A lot of themes are impossible for RL porn without being illegal or impractical to set up. There's an infinite amount of artists and different types of girls that are all hot to choose from. RL porn has the constraints of the real world so once you find that one really hot pornstar you won't get much better.
