You probably think the vehicle-cam recorded incident of the car hitting the baby stroller a man was pushing across the street is justified too, don't you? It's not. Driver should have braked, yet kept driving.

The second scenario you conjure, as its written alone, is not justified. Did the person even know he was under suspicion of a crime? Was the person even actually running at the cop? Did the cop yell out loudly and clearly that he will shoot if the person does not stop? A taser is also an option to use before the person gets too close. If the person was actually running at the cop and say, had a gun, and if the cop ordered them to drop the gun before shooting, and they didn't, or if the person was about to shoot at the cop and the cop shot before them (no time to order them to drop gun), that would be justified. If the person does not have a gun and is actually running at the cop and the cop yelled out loudly and clearly for the person to stop or else he will shoot (at least twice if possible, with the second saying this is their final warning), and the person doesn't stop and gets shot, that would be justified if the person was reasonably close, instead of, say, a basketball court's distance away.

What is not justified is to see people running and proceeding to just let it rain.
