I went to school in a town in Iowa that became more and more saturated by black people from Chicago looking for cheap housing as I grew up. Ok here is something I know a little bit about, so if you're interested in a little read, Ill give you what I know.
1. where the bullet enters and whether or not it exits. This changes what part of the brain is affected and how. Despite how you see it in movies, you can still survive a pretty remarkable hit but it will do different things to different people.
2. what type of bullet is fired. If it's heavy caliber (ie bigger bullet) your chances lower because your skull has a lower chance of stopping or deflecting the bullet. Hollow points shrapnel after contact with most hard surfaces and shred soft tissue, such as brain matter.
3. the distance from which the bullet is fired. If the gun is close to or touching the skull, simply firing a blank can be enough trauma to kill someone and has in the past, most notably with movie stunt doubles. It stands to reason that adding a bullet to the mix would only increase the chances
4. the person being shot. Strangely, people with marginally softer skull bones are more likely to survive against hollow points because it reduces the chances of shrapnelling the bullet and letting it fly straight through instead, which incidently may be preferable given the circumstance.

Placement of the bullet is important too because there have been many people who survive a gunshot to the head. I personally know a man who had a portion of his brain removed (a fairly small section of the left half of his brain) after being shot in afghanistan (his story is amazing btw). And what he also said in his story was that not only did he get shot in the head but he remained conscious throughout the ordeal. He did however say that because of the severe trauma, the only reason that he knew he was hit was because another comrade pointed it out to him.

So in short, it comes down to whether you think a person's reaction time is faster than the time it would take for a bullet to travel approximately 5 inches.
