Looks like they made a gradient, put a black layer over it, and erased with a brush.

Desaturated it –looks like a simple mish mash of white bristle brush on a black background

Then the artist put a cool gradient over it with the "Color" -Blending Mode. The gradient looks like this.

The result is OP image. Shown in this collage there's the brushwork, the gradient, and their sum.

they probably used multiply instead of the blending style you used (looks like overlay), since the colors are desaturated and dull instead of processed into more saturation
