Most Laptops will run the Adobe suite images applications just fine, you'll need a better laptop if you want to edit video.
The only thing you really need to look for is a Laptop with a good screen with color accuracy.
Look for a screen with: IPS, at least 8-bit, at least 1080p, 100% sRGB.

I'm from the illustration/painting field and I want to reach a more 'graphical' style (pic related). What do you suggest ? How do you graphic designers learn the fundamentals of design ? I learned composition, balance and rhythm but it's not enough. I need some graphic design knowledge to reach my goal.

Those are used in graphic design as well fampai.
Download photoshop and illustrator and learn pen tool. That's the first and most important step into learning 'graphic design'. If you know how to draw, you'll get far.
Just play around with the software until you'll get the hang of it. The rest you need to know is color theory, texture, form, hierarchy, contrast, etc., but I'm sure it's not the first time you see these.

So I'm developing a font and I want to make some cash.
My idea was to distribute it for free, but not for comercial use / logo design, and then with google image search try to find companies which use my logo, and contact them that this is illegal, and squeeze them some bucks or else.
Could this scheme work?

I have two scans of a commission too big for my a4 scanner,
Two images both containing most of the same material, one has a bit more of the top the other a bit more of the bottom,

OPEC is supposed to be the world's richest and most influential lobby organisation.
I get the logo spells the company name but it has to be another meaning, otherwise why design it like THIS?
