Check if you got sync with google photos, if you do make sure to use "high quality" sync instead of "original" which uses account space. Also in photos.google.com settings use the "recover storage" button.

Even if you add $10 for a domain and $45 for a rpi with charger, it still wouldn't cost you that much.

You don't have to jump through any hoops to get cloud storage, Google gives you 15gb for having a free account. If you want more than that, its easier, if a little more expensive, to use their system.
It requires very little technical knowledge, Google's servers are very fast, and it automatically stores any documents/ presentations/spreadsheets you make with their free software, which runs on their cloud.
That's probably why most people use it.

I think you highly overestimate the technical knowledge of the average consumer. The average consumer isn't going to need anything more than 15 gb anyways.
