To solve this, we really need better AI. Better batteries and synthetic muscle are useless if said robot can't do anything useful with them.

If you're worried about whether or not alphabet soup will come knocking, then manufacturers will make the bots and make them fully functional as "art pieces" or "science projects" or whatever, bypassing a purported overextension of obscenity in Miller v. California. Then, 3rd parties will create an aftermarket for hardware and software for more nefarious purposes.
