Windows 8 or 8.1 + Classic Shell is really good (I hate the translucent window borders in Aero).

If there's military dudes involved, they're reluctant. If they're black military dudes, landlords may go out of their way to avoid them.

A Japanese ex of mine lived in Okinawa for awhile. She ran a small business and local landlords paid her to find renters. They explicitly said "no blacks".
