Yeah, 60fps is much more fluid, but you don't need it and it will not make the game any better. It never was a problem to play games at 30fps till last two-three years, just so you can justify buying new expensive GPU, which has 5-10% better performance than previous generation, and you won't get 60FPS across all titles anyway.
You NEED 60+FPS only if you are playing multiplayer game, but then again, it's more important to have stable frame rate than to have higher maximum fps.

As far as console ports go. Nobody gives a fuck about console gaming anymore since console don't actually have video games anymore. You're right that it's a recent problem but not for the reasons you think. In the past it was normal for games made for the PC to run at high framerates. Unfortunately triple A games are all console ports now which usually means an outright 30 FPS cap. Even if the FPS is not capped the fact that your game doesn't run well on much more powerful hardware probably means it's a shit port.

Not anymore. You can buy a 950 for the same price as the 750ti back when OP's video was made. The 950 would blow the living shit out of that xbone and even a PS4.
