Because the farther the screen is from your face, the lower the resolution you can meaningfully use.

1. Windows is still bad at DPI scaling, which means even Windows 10 devices still use 1366x768 in 11.6" form factors.
2. Being able to brand it as "like HDTV" allowed OEMs to pull of the biggest con in the history of computer display technology. The nice thing about 4K being the next TV buzzword is that there's no way to make a 4K display that's as bad as these 1366x768 monstrosities.
What really sucks is that if you look at replacement panel prices, a full hd IPS panel is only like $20-$25 more than than the crappy standard panels. So manufacturers could sell a $230 laptop with a good screen and make the same or more profit as a $200 one with a shitty screen, but they don't for market segmentation purposes.
Because people keep buying them.
Also, I suspect a significant portion of non-Macbook laptop buyers are 1) technologically illiterate and/or 2) older.
Older people seem to like big screens with low resolution. Windows is still AFAIK really shitty about scaling, and most of the aforementioned people wouldn't understand how to set that option anyway.
You can get a decent machine with 5th gen i3, maybe 500 GB HDD, 4 GB RAM, intel HD graphics 5000

If one is buying a notebook for basic schoolwork or office tasks, then those specs are more than adequate - an i7 is not going to to make MS Word work any better than an i3.
A nice screen on the other hand, makes everything you do on a computer better. And a good screen is only slightly more expensive to make than a crappy one - maybe $20 or so more. The only reason not to offer good screens as a $50 option is artificial market segmentation.
Bigger screen are always more expensive, whatever the resolution is.

I don't need a powerful laptop, just something to put linux on and have ~10h battery life. The 9 years old laptop I got off facebook for 20€ does all I need but the battery life. Laptops haven't developed one bit in those years.

They're only shit if you look at them from the standpoint of someone who wants to play vidya gaems on their laptops.
If you want a portable work machine which can do some light photo editing, a bit of coding perhaps, and for multitasking those specs are more than enough.

have cameras and the pictures should look super 'vibrant' and 'dynamic' to trick people into thinking that a 15mp camera is necessary for viewing on a shitty laptop screen that suplorts a quarter of the images resolution
Tablets are not "tools" like actual computers are, meaning you wont be writing an essay, editing photos, writing code etc etc on them as you would on a pc/laptop. Tablets are good for 2 things that I can think of, watching movies and reading
Reading can be done on any cheap 800x600® tablet or e-book reader but its nice to have full HD resolution on a tablet as sales on tablets are dependant on 2 things, how nice they look in the store and how good they will be doing the only thing they are ultimately good for, watching 1080p videos

laptops are used for work mostly, not as a fashion accessory, so things like that don't matter too much as long as they have good quality and you are able to work on them

The shipping is 40€ and if after some months something goes wrong and you have to return that it can often be a pain if you bought from the other side of Europe (I might be wrong in this case though).
Also, most people, at least in Italy, and including my friends, would look at me with a disgusted face if I recommended them to buy a 700€ notebook online from UK, or Germany, or another cute state with lower prices and better notebooks.
