Well there you go. Nvidia partnered with the dev to sell graphics cards so they have drivers tailored to it. Nvidia's market share also allows them to write DX11 drivers faster than AMD anyway. Once DX12 games start rolling out this year you'll start seeing comparisons that are more fair I suppose.

First of all, when a game "uses Unreal Engine" or something like that, they (usually) don't just use functions and shaders that come by default in the engine, they write custom shaders. There's plenty of room for writing shit custom shaders that run like crap. The most advanced features, like HBAO, screen-space real-time reflections and per-object motion blur, as well as many post-processing techniques, are almost always custom shaders. So are GameWorks, Gaming Evolved/TressFX sort of stuff.
Second, consoles use different APIs. Even though shader languages are made to be very similar to DirectX HLSL, it still requires rewriting some stuff when making a PC version.
And third, they don't develop all graphical features, and then just turn some off for the console version. They develop the console version with console-level quality, which is often where most optimization efforts go. Then they take those effects (which need to be ported, already introducing some inefficiency) and write additional shaders to make more advanced effects for PC. Since on PC there isn't the same pressure to make the most of of the hardware like there is with consoles, the porting and new custom shaders are likely not given anywhere near as much optimization attention as the console versions.
