Windows 7 is the best OS in my opinion, followed by Windows 6 and Windows 8.1 and then lastly Windows 9, in that order.

The hardware it was shipped on couldn't handle the software it was shipped with, was most of the problem. This was mostly fixed in Service Packs, but not all of it could be saved.
