Any PSU that could run the 750 can run the 950 and the 950 comes with 4 pin molex to PCI express 6 pin for that reason.

Those adapters can be pretty dangerous, sata cables are rated for 40W tops and if you have a cheap shit PSU it's a gamble.
Those 75W cards have a huge market in internet cafes etc where they just want a simple drop in solution.
