because "send this string to a search engine" is a much different thing than "resolve this string as an address, and go there". Operations that different should be accessed from distinct UI elements.
Is it though? Both are first and foremost "go somewhere when I type". So the first instinct is to go to one and the same element. From there you can decide whether you wanna search or give an exact address

You use multiple textual commands on a terminal too, you don't have different terminals for different programs

URL history obviously, you don't want it sending everything you type to the internet.
Searching+suggestions happens only with explicit keywords, and possibly when you press enter on something that's not an URL
