I use cinnamon with debian.
Completely useful, has almost the same functions of windows, Includes many addons which surpasses the windows DE functions list.

I have not used windows for 4 months. I do network engineering and software engineering courses at both Uni and work. debian has never had me require to duel boot. I have completed 53projects for work using nothing but debian 8.

I do no see any issues relating with "it does not work", or the DE is not usable.

Debian linux has yet to fail me at any task I require.

By definition an OS is any software, functions, operator, of which handles output and input from hardware to software.

Linux operates all the hardware that is then sent to the system software which is where a distro flavour is then seen to be located. Nothing changes this model. If you simply use different software (distro) the linux kernel is still a standing OS which is added to the application layer.
