I want something semi cheap thats capable of running Netflix and playing videos from a HDD, are there any good pre-built options or is my best bet still building a cheap as fuck PC with XBMC on it?

TBQH OP, if you got the dosh, just get the new apple tv. Its a great all rounder media box and it has an official plex app which is far better than Kodi imo

Doesn't get much cheaper than a Raspberry Pi 2 with Kodi. Either install it manually on Raspbian, or install OSMC or OpenELEC.
