Personally I tried Germany, Iceland, Netherland and Luxemburg, and all providers in western Europe forwarded DMCA notes eventually, except Luxemburg but it was a short experience because the ISP had to stop provoding the hosting due too many DDoS attacks, their policy was "Fuck DMCA" but they would have probably forwarded the DMCA sooner or later I bet. I heard many bad stories about France and Italy too, especially France.

Hosted a file re-linking website back in the day that had multiple video streams on a local server.
Long story short the "Consumer Protection Agency" (APC in Portuguese) went full witch Hunt for servers and I got my house raided they seized all my servers filed a piracy claim on my IP only tried to bruteforce my full disk encryption on all my machines (not even my PFSense box was spared) which only led to the stupid things fucking delet Locking themselves out after 3 tries and it basically just fucking zeroed itself without warning (the password prompt would still show up and the servers boot because /boot and grub loaders weren't on the hard drives lol).
But yeah when they took my shit to court and asked my passwords (Which I freely gave at the time) they found no evidence of "piracy" and send me home , not before I sued them for misconduct and wrongful appropriation of my computers (Warrant only stood for the apprehension on my server not the rest of my machines).

Good thing they diden't have any competent data recovery experts with them or i'd be screwed.
