Yes, but only by BCLK. If you have an ASUS or other enthusiast/gaming board, you can modify the BCLK Strap, which won't affect stuff other than CPU.
Best advice if you get an E5 2600 v2/3, run on max turbo all the time. This is what I do, runs fantastically.

Most won't go above even a 5% OC and stay stable, but yes it is possible. The more cores it has, the less likely it will be stable under any amount of OC.

Out of the new Xeons, you can only OC 12xx and 16xx series chips, 26xx and higher cannot be OC'd except for BCLK.
Unless you're planning on running a dual-socket system, don't bother with the 26xx CPUs, you're paying extra for no real reason.
