My build is made for silence and i can tell you that you don't need a fanless PSU. My PSU is a corsair rm750x and the fan never turns on. If you're really interested in a silent PC, have a look at an after market GPU cooler. I use the raijintek morpheus with a couple fans that never go above 500 rpm.
