Bullshit. Just install XP without any SPs, the later ones will install without any problems even with that key.
Source: I used the exact same key 15 years ago before I bought a legal copy for XP Pro.

Hell no. Back in the late 2000s if you were clued in you would either use a clean MSDN ISO or TinyXP. Since TinyXP hasn't been updated since 2011 (RIP eXPerience), you use an MSDN ISO if you need Windows XP today.
