new USB 3 controllers don't have a USB 2 emulation mode. Windows 7 didn't ship with USB 3 drivers. So I think you can figure out the problem.

Windows 10 uses XHCI
Windows 7 uses the now obsolete EHCI

I had this problem a week ago, you need to intergrate usb3 drivers into your windows installation file. Intel has a tool for it or if you're using an.asus motherboard they also offer a better tool for this issue.

Fuck optical drives. Just make a 4GB volume on any of your hard drives, copy the Windows install files to it and use some shit like EasyUEFI to create a UEFI boot option for the volume. Basic as hell stuff.
