It depends on the program. 64bit applications support compablity back to vista (for obvious reasons), while 32 bit programs are supported back to windows 95.

Virtualization is a huge threat to MS's business model. Users will put up with damn near anything to use their old software. If they can just spin up a VM of the original environment, backwards compatibility has no value... and without legacy software Windows is awful. Look at the Surface RT.

Using legacy systems with modern hypervisors sucks dick anyway, emulation is way better.
