It's to "living room computers" (read: manufactured or DIY consoles) what Android is to mobile phones.
OEM doesn't have to put it's own OS together because it's freely available and Valve gets revenue from integrated store.

having desktop OS in living room would be quite impractical.
Media center / console on the other hand is still quite relevant.

The market is already saturated with media center devices. There is literally no hope.
