If Windows 7, to get 3 seconds you must be on SP1 without any updates, on an SSD, and fast boot is enabled as well as removing the BIOS splash screen.

No, cold boot will stay the same, because partial hibernation (aka "fast startup") and cold boot are two separate things, despite what Microsoft marketing wants you to believe.

If you want to resume your PC fast, use sleep or full hibernation, not that gimmicky shit that they added in 8 and 10.
