The drug issue in the west is fucked anyway.
There should be a standardised test for every drug, based on the harm it does. Give it a rating, and then ban every drug that has a harm rating that's too high.
Problem is that alcohol will probably fall into the too high category.
Unless you make that the benchmark- anything less harmful than alcohol you legalise, anything more harmful, you illegalise.

But it doesn't really matter. If you hate heroin and street drugs it doesn't matter since they will never go away. The more money you pour into stopping them, the more the drugs are worth on the street, because demand stays the same but supply dwindles. Violence increases to preserve selling opportunities. Communities are wrecked because drug dealing is massively profitable as opposed to staying in school.
Online marketplaces becoming legal would make drug prices shoot right down. Why risk getting beaten up by some drug dealing nigger when you can go online and order the same drug, with reliable quality, at a fraction of the price online?

Drugs *are* assessed for harm, but "harm" isn't as one-dimensional as you make it out to be. There are drugs that can shred your internal organs if abused, but are reasonably safe when used in moderation. These drugs are often prescribed safely to patients. There are drugs that - even in minute doses - cause people to do insane things that harm other people (to say nothing of themselves). How do you classify those?

And what about drugs that just make you feel extremely good and are highly addictive? Drugs that are well-known to cause people to do violent and dangerous things to get their hands on more. These drugs don't cause harm to the body per se, but they sure as fuck endanger the community.

These factors are all assessed in most drugs. Some drugs are so entrenched in our culture that the political willpower to ban or regulate them just isn't there. Alcohol is one such case; so is smoking (though less so than it was in the past, owing to a monumental effort to overcome a cultural institution and billions in lobbying dollars).
