If you possessed the ability, why not? Just make it compaitable with a few privacy addons or include them in the browser.

Make it light and efficient.

Personally all I want from a web browser is the following;

Bookmarks
Tabs
Option to save passwords
Privacy options
Open source
Preferably 64bit
Simple GUI
