You can just send small payloads with three-way handshake, so in addition to opening a connection, the attacker can request a webpage, perform a DNS lookup, send email to a SMTP server, or anything else that can fit in one packet.

The only way any of that would work is if the victim was running a DNS server or an SMTP server etc and also had the ports open to the outside world.
There is almost nothing you can do to effect a home router from a remote location unless somebody set it up insecurely.
Sure, you could scan thousands of IPs looking for open ports and probably find one, but in OPs case there are just no attack vectors.
Unless you were to actually park in front of his house with a laptop and a gigantic external battery, and then sit there for days or weeks collecting packets until you can decrypt his WEP key or whatever, and this only works 0.1% of the time.
Of course you could always sneak into his house, find a printer, turn it on and print the diagnostic test page, and then spoof the printers MAC address and plug right in.
Just try to sneak in between 6AM and 3PM because OP probably shitposts all fucking night on /b/.
