Have you tried looking around at bestbuy? I saw a laptop that met your specs for $280 usd and it ran League at 45fps on max settings. That was like 3 years ago though so it might be hard today.
A cellphone meets all your needs except screen size, and you can plug it into a monitor if you need a bigger screen.
