But why would you OC the 7700k at all in the first place? Just run it stock, it'll boost mode itself and run up the temps just fine on its own. Even low OCs tend to blow up if they hit significant amounts of SIMD code.

I write shitty games. I have other things to do, but it's my hobby. I haven't yet found a system that helps me speed up my coding. I know. I should probably "become a more skilled programmer", and I'll get right on that, but in the meantime I need some way of getting faster output. I currently write in C#, Python or Js and I reuse tons of old code and you know auto completion is on if I can get it.

I get a new laptop every five years or so, so I tend to get about the best one I can find that isn't a gazillion dollars. I have narrowed it down to these two:

They're basically the same, 7th-gen i7 and so on, just one has a nVidia 1060 and one a 1070. The price delta is $200. I don't really plan to use the laptop for gaming, but more for taking on the road for business. But like I said, I keep laptops a long time and I don't want to have the graphics be unusable in 2 years either.
Which would you get, and am I retard for not picking a different laptop that you approve of?
Forgot to add, I would also use it for CAD work and possibly LabVIEW programming stuff.

I updated my motherboard bios. (it's MSI z170 yada yada yada)
When my computer started back up after the update, my 6600k was locked at 800mhz and stayed at that speed at idle and in video games.
ThrottleStop fixes the problem by disabling BD PROCHOT. But the thing is I don't want to have to run this program and uncheck that box everytime I restart my computer.

The CPU doesn't matter for 4K gaming yet. The GPU is bottlenecking the CPU. At 4K, the GPU has to do a lot more work, while the amount of work the CPU does is about the same. Stop saying that Ryzen is better at 4K because even Skynet would have the same FPS.
TL;DR: At 4K, the GPU is the bottleneck, not the CPU.
