So after pulling my hair out trying to figure out why my GPU is downclocking itself this seems to be a 5+ year old problem that AMD still hasnt fixed.
ive tried turning off every form of hardware acceleration, ive tried playing my games with no background apps, ive tried fresh installing windows 10, ive tried afterburner, ive tried clockblocker. and too no avail once this bug kicks in i have to restart the game im playing and PRAY it doesnt kick back in.
here are some screens of my GPU basically fighting with itself trying to decide which state to be on and constantly fluctuating giving constantly dropping my fps. AMD is basically ignoring this issue since ive found multiple threads on their forums with no answer.
TLDR; AMD cards downclocking themselves to save power during gameplay, 5+year old bug still isnt fixed.

I have a AMD Radeon graphics card which may be not supported by Ubuntu 16.04.
What should I do? Will upgrading to Ubuntu 16.10 or downgrading to 14.04 solve the issue? If yes, will it work as good as the graphics card works on Windows? Also will have to configure my computer or will the system work perfectly after upgrading or downgrading?
Am I damaging my computer by not using a OS supporting the graphics card?
Also my laptop takes like ~50 seconds to boot? Is that because of the incompatible graphics card?

My friend and I have a dropbox between us where we keep all our webms, wallpapers, political stuff, music, resources, etc. It essentially works like a private imageboard between us, if that makes sense?
Anyway, the costs of maintaining this constantly growing dropbox is getting higher every year. Is there a better, cheaper (free, even) method out there for file sharing? Need to be able to save: pictures, text documents, webms, gifs, audio files, video files.

I've been in the field as a network admin for about three years and like doing administration / O&M type stuff... basically not a developer.
Comp sci seems to be in demand, but the math requirements freak me out. I've been out of school for almost five years and I didn't retain much math stuff.
Information technology doesn't seem to be as in demand (not that I've seen in the D.C. area anyway). Am I not looking hard enough?
