Search eBay for older graphics cards and CPUs and you should do fine. Also AMD APU if you want low power consumption.
If going for the APU route wait for H2 2017 when Ryzens APU hit. No use buying into an ecosystem/standard that is about to be phased out.

Would SLI on the APU would a difference?

Any experts in older AMD CPUs? I need a CPU for a spare AM3+ M5A78L-M LX PLUS motherboard I have, what's something for $50 USD or so, but still decent for media/browsing?
Motherboard supports AMD AM3+ FX/Phenom II/Athlon II up to 125W.
FX6300 is still $120 in Canada ($90 USD).
I currently have a Sempron 145 unlocked with 2nd core in it that I got for $20, years ago, but it's total trash, half the time 2nd core doesn't unlock on boot and far too slow for modern use.
I have everything else for this system: 8GB DDR3 RAM, 128GB SSD/500GB HDD, CASE, some shitty 400W PSU.
Just want to bring this system on, as a spare system, as it has been sitting idle since 2014.
I also have a spare 7870 XT 2GB, but I think I need a better PSU to use it in this system. Don't want to bottleneck it to much, in case I decide to use it in this.

Gett a used phenom x6 if you can find it cheap.. Athlon x4s are pretty cheap too - they don't have l3 cache so you will lose a bit in games but for general media/browsing, it should be fine.

How badly do you think that either of these will bottleneck a 7870 XT, if anyone has any experience.
Based on benchmarking my 7870 XT has similar performance if not a bit better than a R9 280 or GTX 960/1050 Ti for example.
