under windows 7, certain programs eating a full full CPU core. The offending threads were running registerthreadwithcrss function. I could suspend the thread with process explorer but unless I let it run or killed the fucked up process I couldn't start new programs.
Never got to the end of it. I had this program on 3 separate, completely different win7 installation. Literally this made me to switch to win10, I'm still mad about it.
