Currently worthwhile CPUs:
>G4560 for budget builds (<$500) unless G4620/i3-6100 is heavily discounted
>i3 & i5 aren't worthwhile. Get Ryzen 5, drop down to G4560, or up to i7
>No R5 1400 unless super cheap on sale

If you're going to stream, why the 7700k? Hardware accelerated encoding looks far inferior to CPU encoding for a given bitrate, and you have bitrate limits.
You also picked a 7700k with a motherboard that isn't capable of remotely decent overclocks.

If the ethernet port lights blink then the PSU may be fine. Is your front power switch broken? Have you done any recent maintenance? Try reseating your main ATX power cable on the motherboard.
If that doesn't work, pull apart your case power button and short the two wires together.
Does your motherboard speaker beep at all when you attempt to power on?
