The E3 Flasher arrived damaged I've concluded. It does not properly seat the Micro SD card. I could not update from the Micro SD card, I had to use USB. I'm just confused on why it gives me that error code instead of the no TF one (where it can't detect a SD card).

Maybe the whole thing is fucked, but anyways I put in a ticket for a refund/replacement.

Yeah, seriously. The good news is that the E3 flasher came in like 2 days when it was suppose to come in a week. But bad news is that I definitely got a shitty one that doesn't even fucking work properly. Oh well, I mean I have a huge backlog of games on my PC anyways, so not having a working PS3 is the least of my worries right now.
