HEVC (h265) is slowly gaining interest (you see hardware acceleration being implemented and some pirate release groups also publishing in it), but it is heavily shackeled by the shekelseeking MPEG.
Brand spanking new is the Alliance for Open Media's AV1 codec. Codebase should (finally) be frozen Q4 2017, hardware acceleration coming in 2018.

I was researching some better lossy formats for my new build and from what I can tell H.265 for videos, aac for audio and pjg for images is the way to go at the moment.

Well at one job I had all the passwords were kept on a encrypted file system. You had to mount it with a huge password and it would only stay mounted for a few minutes. No the best system in the world but with no budget to buy a commercial password management system it was decent. I replaced it with keypass when I was in charge and eventually it was consolidated with other teams stuff into some commercial windows based tool, can't remember the name but it had two factor auth and rbac, so obviously superior.

So I'm working on a startup that's going to involve storing / streaming videos including live streaming.
I see many similar sites using amazon aws/s3, but the pricing is confusing and can get crazy, like 10tb storage + 150tb downloads per month costing something like $12k
But I can get a 100tb storage + 100tb transfer @ 1gbps dedicated server for a few hundred bucks.
Should I start off with a cheap dedicated server and see what my bandwith usage/profit before thinking about something like amazon S3?

dont expect to run a service that pushes 100tb of video streams a month off one server. also remember if you're doing any encoding on the server you're gonna need a lot of cpu capacity, and that gets expensive
