Windows 10 is a botnet even if you disable all available telemetry options on the Enterprise/Education editions. It continues to phone home, even to foreign IPs. It ignores the hosts file and built-in firewall rules.

How do you stop it?

Hardware firewalls can handle this, but they're only useful for connections you control, and particularly unhelpful for laptops. All the software firewalls for Window that I'm aware of suck, and I'm not sure if they would even be able to block this traffic. Maybe assign the physical NIC to a GNU/Linux VM (perhaps gentoo) running a firewall and then share that connection back to the host?
