I'm having an issue with an application that is possibly persistent in using my computer's resources after closing it. Is there a good program that can close out any running processes/applications automatically on my computer? closest thing I can think of is ccleaner, but that doesn't really quite help my issue.

Be specific: what operating system and what application are you using? What makes you think it's not releasing resources.
Take a look at the SysInternals suite of utilities. It has lots of different tools to analyze and tweak your system.

Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with surprisingly good stock coolers. consider using them over any <$30 cooler.
Great service MSI, not even refunding the amount I paid for the card, besides not sending me a refurb replacement.
Also turned out the GPU wasn't the problem, so I didn't even need to send the card in to be refurbished in the first place.
Now I have to wait for the buttcoin market to stagnate before it's worth it to buy a replacement.

Fedora is better out of the box. Unity is going to be dead in less than a year. Ubuntu Gnome community edition will be merged into Canonical. It's not a good time to be Ubuntu user. Fedora has better repos and support.
