Functional strength is a relative term, functional for what? They are certainly functional for sports like rugby and American football, or sprinting for that matter.

Thing is, when cutting, leg workouts increase your test and metabolism, letting you eat more or lose more. When bulking, legs are the easiest part of your body to build mass on, so if you pack on 5 or 10 lbs of muscle on your legs, that's an extra so many calories you can eat each day. Besides, even I (and presumably you) can agree that moderately sized legs do look better than chicken legs.

I don't think super defined legs look attractive on a woman. But as long as it's not disproportionate to the rest of their body, it can be attractive.
Examples being Figure Skaters, Ballerinas, and to an extent Gymnasts.
Gymnasts are generally pretty hit or miss though, since they can be stocky. Figure Skaters and Ballerinas tend to be more slender, with longer legs.
