If you got time and are often exposed to the sun then absolutely use sun cream and you'll tan just fine
Otherwise just youse tanning oil and go to the sun for a couple hours, either you'll get a nice tan or your sunburn will transform in a later tan, maybe
Yeah but I see this and first thing I think is the dude has no fucking muscle. So a cuts gonna do basically nothing for him. Just keep bulking until you gain a bit of mass is where I'd go if I was him.

So I started liftan about 6 weeks ago. I always had big legs. Currently on SS, added a few farmers carries cause I never felt forearms, but I feel like my upper body is way weaker than my lower body. Recommendations? Can I do both lats and chest 3 times a week? Is it okay to only do squats on deadlift day?

I really am lifting too, its only been 2.5 months but I haven't missed a day yet. I even occasionally get DOMS after some days.
Am I eating too little?
Have your lifts gone up considerably? 2.5 months is shit all, don't stress out. Also SS is fairly low volume as it's a strength routine. If i were you i'd add some accessory lifts, you know, curls for the gurls and shit. I'm not sure if that will affect your SS progress though. It's safe to say your lack of muscle progress is due to SS.

I spent a year losing weight from 270 to 195 (6'4), I was on stronglifts and maintained a little baby bit of muscle but still don't really have all that much now. Now I'm in a purgatory of kind of skinny fat with barely any muscle. Should I do a slow bulk then cut after 3 months or keep cutting?
scooby has a video "how to lose fat and gain muscle" explaining it - in short: eat enough under maintenance to lose fat while making sure your protein intake is high enough to make sure you won't burn muscle (your body will only burn muscle preferentially over fat if you run out of amino acids).
