It will, for some, but like most government intervention it's likely to cause a whole host of other problem. Government involvement rarely fixes social issues. Get a huge tax deduction if you log what you eat everyday for the year into something like MFP. Just bringing awareness should help a lot of people. Helped me lost 60 lbs before I even had to consciously work at what I was eating. Get a bigger tax deduction for % of excess weight lost.
Like others have said, stop taking recess and physical education out of schools. With the exception of disabilities have the furthest parking spots be free to use and the closest ones be pay to use. Anything that promotes movement.

If I listened to my body, I'd never workout and I'd eat as much as I can digest, because that's what my biology wants me to do: Save as much energy as possible and store as much fat as available. Just watch how animals balloon when you give them unlimited food supplies. They also "listen to their bodies" because their instincts give them no other choice. It's part of being human to transcend this behaviour. You mainly do this by conditioning/habit.
Thankfully I live in a country where the average girth of a person hasn't gone to HAES levels of obesity yet, but the problem is rising.

I always thought PE classes should have a theoretical part and a practical part. In the theoretical part you would learn about nutrition, a little anatomy and physiology, training, a healthy life style etc and in the practical part you would actually exercise.
I remember being stuck in a gym hall for three hours a week just standing around waiting for my turn at the high bar. Just standing and waiting. Then doing something for ten seconds and again waiting. It was so pointless. The time would be used so much better with some actual intense strength or endurance training.
I remember, we would be graded in something called "Cooper test" (iirc), where all we had to do was run for 12 minutes and check how far we came. I couldn't run for 12 minutes straight. Nobody ever taught me how. I simply tried to run as fast as the fast kids and then went out of breath. All the assistance I got from my teacher then was "You have to run! Don't walk!". Wow, thank you. It was just so shitty, nobody ever taught me a single fucking thing in PE classes with the exception of hating gym halls, not even the most basic things.

We actually do have a theoretical part in PE here (in high school), the theory counts for about a third of the grade, and you have to pass the test to pass in PE to pass the semester. The problem is that the theroy is mostly just rules in different sports, some knowledge on muscles, but no nutrition.
I like your idea. Eating is half of what you need to do right if you want to be fit.
Make easily accessible fat food, make this food beyond bad for you. Like literally so calorie dense it's going to kill you. Fatties with no self control can't resist and eat themselves to death faster than fatty birthrates. 2ez
