Yes, they are for safety. If you fail a squat rep, it is where you would dump the bar and then just kinda "duck walk" out from under it, while being giggled at by that qt3.14 cardio bunny.
My gym has adjustable "safety bars" like this. I'm just learning to squat but I find they help me with getting good depth - I set them to where my depth should be, and then make sure I lightly touch them with the bar on each rep.
