Are T-bar rows an appropriate substitute for pendlay rows? Pendlay rows have always felt "off" and I don't seem to be getting a good workout at all. I feel like I am just pulling my chest down to the bar in a jerky motion.

Pic related it feels like a much better workout.

Lower the weight and renew your focus on keeping your spine strong and neutral. Stick your ass out and *feel* your spine stay rock steady throughout the lift.

OR forget all that and do a chest-supported row, which will free you to focus on working the specific muscles you want to work without worrying about your spine.
