Generally, this is of course not true for fat asses, 1 pl8 is considered a solid number. You won't see a lot of guys hitting that in many commercial gyms. In general a "good" OHP should be around 70% of your bench. Higher usually points to a fucked up bench, lower points to a fucked up OHP.

I think 70% is a bit much. I can do 1pl8 for 5 reps and do 245 for 1 rep on bench. Im at about 60% for 1rm on OHP, maybe a bit higher but I don't think my OHP is lagging behind bench at all.

If we were talking about different ROM you may have a point, but the energy and strength of the lift are the same regardless of the lifter's body weight

Body weight plays a part in ability to lift weight. In general, a fat person has a larger muscle mass under those layers of fat then an underfed adult. That larger muscle mass is able to generate more force, thus moving more weight than the smaller person. When looking at the ratio of weight vs weight moved, it's less impressive. Stop being a fucking idiot.

I'm of a similar dilemma. Long torso and strong hips allow me to leverage myself to complete an OHP from chin to full extension, but my bench is shit tier. I spoke with a coach about it and he suggested moving everything chest related to the start of my routine on chest say (so, bench press to incline bench to overhead press, and then following accessories) and switching to 5x5. For the first week, start with something you can complete (maybe 165lbs even) and when you're able to do all of those sets with a strict rest period of no more than two minutes, move the weigh up ten pounds. Continue until able to completely that, moving the weight down 5lbs after failing a set, and doing so until you can get 5 sets of 5 reps.

Higher bf%, for whatever reason, makes it a lot easier to gain and hold muscle. It's a lot easier to be really jacked underneath 15-20% BF than it is to be really jacked when you have veiny abs.

Therefore, if you are heavy, 135 is a smaller percentage of your body weight AND you have an advantage in how much muscle you can carry.

If you can press 1 plate at 59 kg 180 cm, that is good, because what it means is this:
Your body is extremely neurally efficient and once you build another 20-30 pounds of muscle, you will be out lifting guys who outweigh you by 100 pounds.

Force production and muscle cross sectional area are one and the same for natural lifters, even for the majority of steroid users.

It's not that being fat makes you stronger. It's that there is a clear correlation between body weight and weight able to be lifted. In general when comparing two untrained people, the fatter one will move more weight but the ratio of weight lifted to body weight will probably be about the same as the thinner person.
