Did you do the math before saying these numbers? Kcal/d depends on your own body, 3000 is not a standard.
Maybe with 2600, the surplus is enough for him to bulk and gain strength (knowing he's asian so probably a desk worker + a manlet). At some point, the surplus won't be of any help. You'll just get fatter.
I think he just can't workout/diet properly, also the beta asian genes don't help.
