I don't think so generally but it does thin the blood and increased risk of bleeding. When I had surgery and they saw how much I was taking the day before they made me reschedule it and stop taking fish oil until then.

PUFA shouldn't go over 11.2% of calories. No more than 10% of that should come from LCPUFA. On a 2000 calorie diet, that's ~2.5g a day. Ideally you want a 1:1 ratio between n-3 and n-6, so 1.25g AA and 1.25g DHA. Over that, you risk oxidative stress.
