Probably fine for a few km if you're not a heelstriker, but definitely not something for the long run. You should look into merrell trail glove/bare access trail, NB minimus or even Nike free if you want relatively cheap minimalist running shoes.

In short, heel striking puts more strain on articulations and bones but relieves some calf/tendon work. It's great if you're a 40kg Kenyan with shoes made exactly for that, not so much if you're heavy and/or are running barefoot on solid ground.
No, heel striking is completely normal when walking, you're not putting nearly as much forces.
