Probably not dropping your hips to remove slack in the bar and begin the movement. That being said high hips with flat back is acceptable, it's all about what fits your measurements.

It may or may not indicate you're doing something wrong. Maybe you just have over-developed legs & under-developed upper body. Are you a SS victim by any chance?

I'm not full on squatting the deadlift, but my knees start opening before my hips, and I have high hips when my back starts pulling.

Having a little trouble picturing what you're talking about, but your back should stay at its starting angle until you get the bar to about knee height, then you start hip extension.

try doing some shorter sprints, uphill if possible before your workout. helps to wake up the glutes. i've done it a few times and you can definitely notice the difference. i'm sure there are other exercises to prime the glutes for action, no homer
