I lean forward when I squat, though my back is straight. If I don't I won't squat full depth. This is with small weights under heels already.

You say its ankles and Im sure it is but often its also a hip adductor problem.
Use the adductor/abductor machines and work up to 60kg or 80kg or w/e. Hopefully you will find 20kg or something low difficult - indicating a weakness and therefore the source of your problems.
