Alpha Industries is not the only company doing ECWCS parkas, the best possible quality would be milsurplus one but finding Gen 1 one in black is practically impossible and even if you do, you would have to pay yourself sick. If you aren't bent on black, you can pretty easily find surplus one in different camo patterns.
However almost every brand that does mil repro stuff has ECWCS parka as well, Rotcho, Mil-Tec, Tru-Spec, Helikon to name a few, and the one in your picture is Gen 1 model, the later ones differ in lot of the details, though most likely they are technically improved (breathes better etc) and probably more practical, since it's USGI jacket originally.
